When opening a folder in VS Code, you will be asked if you trust the authors and content of the folders. What does this mean with respect to notebooks? Visual Studio Code takes security seriously and the Workspace Trust feature allows you to determine which project folders and content you trust, and which ones you would like to keep in restricted mode.
